    Communications procurement

    To ensure you are following the correct procurement process (and approaching a suitable contractor to undertake the work), please contact your agency’s Communications Manager and/or Procurement Officer prior to seeking quotes from external contractors.

    Procurement must comply with the Treasurer's Instruction PF-1 Procurement Principles:

    • value for money
    • open, impartial and effective competition
    • enhancing opportunities for local suppliers through the adoption of the Buy Local Policy
    • observation of ethical procurement standards by buyers.

    Agencies participating on the Marketing and Communications Services Panel managed by the Department of Premier and Cabinet (DPAC) can easily access a suitable provider.

    Marketing and Communications Services Panel

    At times you may need professional marketing and communications services for your project or program. Procuring these services can be tricky if you aren’t familiar with what’s involved. The Marketing and Communications Services Panel makes it quick and easy to procure services while still complying with Treasurer's Instructions.

    The agencies participating on the marketing panel include:

    • Department of Police Fire and Emergency Services
    • Department of Premier and Cabinet
    • Department of Health
    • Department of Treasury and Finance
    • TasTAFE.

    Managed by the Communications Unit in DPAC, the Panel creates time and cost efficiencies for government by helping to quickly progress the procurement of marketing and communications services within an agreed framework.

    The Panel also helps manage the correct and consistent use of the Tasmanian Government’s corporate brand across government as Panel members are contractually bound to adhere to the requirements of the Tasmanian Government Corporate Brand Identity and Communications Policy.

    The final Panel will comprise of 53 businesses, from Full Service Providers to Specialist Providers.

    • Full Service Providers are creative agencies that offer a broad range of services such as the development and delivering of campaigns including research, marketing and communications strategies, graphic design and copy writing, media strategies and media buying.
    • Specialist Providers are businesses that offer selected marketing or communications services and are small businesses. Individual Panel members offer services such as copywriting, research, graphic design, visual content creation and research.

    The Panel lists Tasmanian and interstate businesses that provide services including:

    • strategic communications and marketing advice
    • advertising campaign strategy, planning, development, and delivery
    • website design and development
    • content creation
    • graphic design
    • copywriting, proofreading and editing
    • market research
    • public relations and media liaison
    • photography and video and
    • social media strategy
    • research
    • stakeholder engagement.

    Ensure you contact your agency’s Communications Unit early in your planning process as they can advise you about your communication needs and what panel members will suit your project. The Communications Unit will work with you on developing a creative brief, obtaining quotes to final sign-off and ensuring you get the best value for money and a product or service that works well for you. Remember to leave plenty of time in your project plan for the procurement process and required approvals.
