Definition of literacy as agreed to by the Literacy Advisory Panel and adopted for the Lifting Literacy 3-year Implementation Plan 2024-2026: It draws on definitions from the United Nations Educational, Scientific and Cultural Organisation, and the Australian Curriculum and Reporting Authority (ACARA).
How we define Structured Literacy
The Lifting Literacy Outcomes Monitoring Group have developed an expanded definition of structured literacy that builds on the definition provided in the Lifting Literacy final report to government.
Lifting Literacy project
The Tasmanian Government is committed to improving literacy rates to achieve the aspirational goal of 100 per cent literacy - so that all Tasmanians have the right support to reach their full literacy potential.
The Lifting Literacy project began in September 2021 when the Premier appointed The Literacy Advisory Panel to create a Community-wide framework to achieve a literate Tasmania. The Literacy Advisory Panel delivered its Final Report to Government: Lifting Literacy in 2023, setting out a Community-wide Framework and Priority Recommendations for implementation in the next three years.
Developed by the Literacy Advisory Panel, The Framework is aimed at any Tasmanian or local organisation who wants to help lift literacy rates in Tasmania to the benefit of our community, and the future of Tasmania. The intent is that anyone in any education sector, community organisations, and individuals can align their work to the Framework. Uniting efforts and applying a collaborative approach will enable the community to be moving in the same direction toward achieving a literate Tasmania.
The plan is a long-term vision for change in Tasmania and recognition of the importance of literacy as a foundation for lifelong learning.
The Priority Recommendations aspire to achieve improved literacy outcomes for all Tasmanians, with recommendations that cover actions across the early, school and adult years.
At the heart of the recommendations for a community-wide approach to literacy is a minimum schooling guarantee that all schools, (government and non-government), implement consistent evidence-based literacy instruction with multi-tiered support for learners.
