State Policies and Projects (Macquarie Point Precinct) Order 2025

Under the State Policies and Projects Act 1993 and at the recommendation of the Minister for Housing and Planning, Her Excellency, the Governor of Tasmania made the State Policies and Projects (Macquarie Point Precinct) Order 2025 (the Order) on 21 October 2025. A statement of reasons supporting the Minister’s decision is available here .

The Order:

  • Declares that the multipurpose stadium at Macquarie Point is to proceed as a project of State significance under the Act; and
  • Specifies the conditions to be imposed, under that Act, on the project of State significance.

The order is now endorsed by both the House of Assembly (lower house) and the Legislative Council (upper house) and takes effect as at 4 December 2025.

Parliamentary Timeline

  • On 4 November 2025 the Tasmanian Government tabled the Order in both Houses of Parliament.
  • On Thursday 13 November 2025, the lower house passed a motion 25 to 9 to approve the Order in accordance with section 26(9) of the State Policies and Projects Act 1993.
  • On Thursday 4 December 2025, the upper house passed a motion 9 to 5 approve the Order in accordance with section 26(9) of the State Policies and Projects Act 1993.

Governance, Oversight and Assurance Framework

The Tasmanian Government has released the Governance, Oversight and Assurance Framework for the Macquarie Point Multipurpose Stadium. This framework outlines clear governance arrangements, robust oversight mechanisms, and independent assurance processes to ensure the stadium is delivered in responsible, transparent and accountable manner.

Cricket Heads of Agreement

The Tasmanian Government, Cricket Tasmania, and Cricket Australia are committed to working together to ensure the future of cricket at all levels in Tasmania. To this end, two Heads of Agreement have been entered into.

The first agreement, dated 10 June 2025, between the Tasmanian Government, Cricket Tasmania and Cricket Australia sets out a commitment to progress and finalise the design, build and operation of a world-class cricket facility at the Macquarie Point Multipurpose Stadium.

A second Head of Agreement, dated 23 November 2025, between the Tasmanian Government and Cricket Tasmania commits together to:

  • the transition of cricket from Ninja Stadium to the new Stadium at Macquarie Point
  • support the establishment of drop in pitches required for the operation of the new Stadium, and
  • further foster and grow participation in and engagement with cricket in Tasmania.

Government Response to the Macquarie Point Multipurpose Stadium Integrated Assessment Report

The Project of State Significance (PoSS) process provided valuable insights into the Macquarie Point Multipurpose Stadium proposal. The Tasmanian Planning Commission’s (the Commission) Integrated Assessment Report confirms the stadium can be safely built and operated with key impacts, such as traffic, noise, and environmental effects, capable of being effectively managed.

The Commission recommended against the Project, based on economic modelling, planning scheme constraints, and heritage considerations.

The Commission has completed its work, and the Government acknowledges and thanks it for that.

The Government Response outlines our position on the findings of the Commission’s Integrated Assessment Report and highlights the unique opportunities this project presents for Tasmania — now and for future generations.
